The auction was pretty horrible: the When Issued was trading at 3.155% when the press release hit that the bond cleared at only 3.199%, a huge 4+ bps tail for the longest duration paper. Internals were not pretty either: the Bid to Cover dropped from 2.94 to 2.40 and Dealers had to buy well over half again or 55.7% with Indirects taking a meager 28.4%, and the remaining 15.8% going to Directs, nearly half of the 29.5% from October.

Yesterday, the Handelsblatt reported that the CDU “wants to make it possible for European Union members to exit the euro area….A commission within the party, that is crafting a framework to be presented at a party meeting, has proposed allowing a euro member who doesn’t want to or isn’t able to comply with the common currency rules to leave the euro region without losing membership in the EU, the newspaper.” In other words, the transition out would be “voluntary.”

The U.S. Senate Appropriations Committee, in a move initiated by the Obama administration, has voted to waive Bush-era human rights restrictions on military aid to the Islam Karimov dictatorship in Uzbekistan, one of the most brutal and repressive regimes on the planet. The lifting of the restrictions, now part of the Foreign Operations bill, is before the full Senate and appears to have bipartisan support. The Obama administration has indicated that it intends to provide taxpayer-funded military assistance to Uzbekistan once the legislation passes both houses of Congress.

And what might that continuing discrepancy mean for the future of the United States? Well, it means the U.S. will almost certainly lose the war in Afghanistan, just as it lost the war in Iraq. The report of the International Atomic Energy Agency (IAEA) published by a Washington think tank Tuesday repeated the sensational claim previously reported by news media all over the world that a former Soviet nuclear weapons scientist had helped Iran construct a detonation system that could be used for a nuclear weapon.
But it turns out that the foreign expert, who is not named in the IAEA report [.pdf] but was identified in news reports as Vyacheslav Danilenko, is not a nuclear weapons scientist but one of the top specialists in the world in the production of nanodiamonds by explosives.

A senior Iranian lawmaker says the basis of the International Atomic Energy Agency (IAEA) report on Iran’s nuclear program has been fed by the country’s major enemies.

Russia has strongly criticized the release of the latest report by the International Atomic Energy Agency (IAEA) on Iran, describing it as a “source of a new increase in tension” over Tehran’s nuclear program.
Russian Foreign Ministry said in a statement on Tuesday the release of information from the IAEA report was driven by “destructive logic” aimed at the “intentional demolition of the political-diplomatic process.”
“Russia is gravely disappointed and bewildered that the report is being turned into a source adding to the tensions over the problems connected to the Iranian nuclear program,” reads the statement, Reuters reported.
